To assist the Operation Manager in the provision of an efficient and effective facilities service to a large PFI contract. To ensure compliance with all applicable operational and Health & Safety policies and procedures. Along with managerial responsibility for budgets, engineering teams and general scope of works. Responsibilities;
To assist in the management of an efficient, cost effective department and ensure the provision of Estates services in accordance with prevailing statutory legislation, DHSS, British Standards and local authority codes of practice.
To assist in the development, implementation and audit of all operational policies in the Health & Safety at Work Etc., Act 1974, particularly in relation to safe systems of work and Permits to work for all direct and contract labour.
To participate and assist in maintaining emergency cover for the Estate Maintenance services outside normal hours.
Ensure that planned maintenance work and reactive work is delivered in accordance with the contract requirements.
To maximise the productivity of the department through motivation and development of expertise, by carrying out regular performance reviews and identifying training requirements as appropriate.
To lead and motivate the members of the department.
To promote a strong customer culture by implementing customer orientated performance objectives.
To understanding the relationship between profit, cash flow, risk and other key financial factors.
To maximise the use of resources to deliver work on time.
To analyse situations, draw sound judgements and take appropriate and timely decisions.
To use sub-contacts constructively to maximise commercial advantage.
To assist in the retention and recruitment of staff.
Applicants need to be technically qualified to a minimum of ONC or equivalent standard (Electrical) plus 5 years experience in engineering and building services maintenance operations. HV experience is highly desirable (authorised person advantageous). Must be able to demonstrate leadership qualities and give direction and support to the Supervisors and Craft persons. Must be mature, highly presentable at all times, assertive and able to gain the confidence of the client. capable of clear communication with all levels of staff, outside contractors and visitors.
