Assist the LTP and Capital Programme Manager, in the formulation and delivery of the Local Transport Plan (LTP). This work may include the development of Strategies and projects (including the preliminary design and cost estimating); the formulation of work/project programmes; managing the approval of projects and programmes of work; monitoring the delivery of programmes and projects; reporting periodically on the delivery of projects and programmes. Assist in development of Transportation Strategy with research into urban traffic problems, accident black spots and Traffic Regulation Orders. Develop and implement transportation plans, strategies and related transport/land-use policies, preparing and reviewing the Local Transport Plan and the Local Development Frameworks. Undertake traffic management, urban traffic control, transportation feasibility studies, schemes and maintenance services including urban traffic modelling, road safety, traffic pollution, Traffic Regulation Orders, signals, signs and road markings. Preparation of study briefs, estimates, specifications, bills of quantity and working drawings, advice to the LTP and Capital Programme Manager, Transportation Services Manager on tenders submitted and ensuring that works are executed in accordance with the specification and contract documents. Assistance with the preparation of capital and revenue estimates and managing of Budgets. Maintaining and monitoring Performance Indicators and developing associated action plans. Membership of multi-functional teams and working parties as required and directed. Consultation with Police, public, motoring and other transport related organisations, etc of traffic problems and schemes. Liaison with public utilities and other local/public groups. Close co-operation with other senior officers on corporate strategies, composite schemes, and development proposals. Negotiations for land, easements, etc and associated accommodation works. Attend emergencies at any time, having an awareness of relevant procedures. Operation of the Health and Safety at Work legislation and any other safety regulations which are applicable to the services under their control. Assist in the preparation, implementation and updating of the Unit's Business Plan.
