As a LTP Engineer Major Scheme Bids/Traffic Model your key duties will involve: Assist the LTP and Capital Programme Manager, in managing major scheme proposals, tenders and contracts and maintaining and utilising the Councils traffic models. Assist the LTP and Capital Programme Manager, in developing, designing and managing the delivery of Major capital schemes. Analysing and forecasting traffic flows/impacts by utilising the Councils Traffic Models (including SATURN) Maintaining the Council's Traffic Models by inputting current data and by developing the models. Assist in development of Transportation Strategy with research into urban traffic problems, accident black spots and Traffic Regulation Orders Develop and implement transportation plans, strategies and related transport/land-use policies, preparing and reviewing the Local Transport Plan and the Local Development Frameworks. Undertake traffic management, urban traffic control, transportation feasibility studies, schemes and maintenance services including urban traffic modelling, road safety, traffic pollution, Traffic Regulation Orders, signals, signs and road markings. Examination of schemes deposited by property developers and formulation of consequent transportation, highways and/or drainage requirements, estate roads/drainage and related statutory agreements. Preparation of study briefs, estimates, specifications, bills of quantity and working drawings, advice to the LTP and Capital Programme Manager/ Transportation Services Manager on tenders submitted and ensuring that works are executed in accordance with the specification and contract documents. Works programming, site supervision and setting out of work as required. Maintaining and monitoring Performance Indicators and developing associated action plans Liaison with public utilities and other local/public groups. Close co-operation with other senior officers on corporate strategies, composite schemes, and development proposals. Candidate: Degree with appropriate Civil Engineering emphasis. Chartered/Incorporated Engineer status. Relevant experience in the formulation and tendering of major transport related projects and in the use and maintenance of traffic models. Team/Project Management. DETR criteria and design standards/traffic legislation. Understanding of Central Government policy and Local Transport Plan development. Preparation of Standard Engineering Contracts. In Traffic Modelling techniques. Good communication, diplomacy, presentation and IT skills. Ability to work as part of a team or on own initiative. Ability to work with conflicting priorities to meet deadlines and targets.
