Covering matters including: Contract obligations Programme Procurement Design Construction Cost/income Quality Health, Safety & Environment Business processes and general administration. The team environment Key Responsibilities
Procuring Trade contractors / Sub Contractors – majority of packages let Cost Control Value reconciliation Change Control Reporting – Internal Commercial Forecasting of Sub-Contractor/Trade Contractor Final Accounts
Contract & Contract Obligations Read and understand the Head Contract and the company’s obligations. Work with and support Project Managers and Project Commercial Managers to ensure that contracts are operated in a professional and non-aggressive manner. Ensure claims or correspondence that lead to, or could instigate a claim, are dealt with in a timely manner at all times to minimise any potential exposure.
Programme Understand the Sectional Completion and Completion Dates. Understand the principles of the overall programme. Understand the principles of the design programme, procurement programme and contract construction programme.
Procurement Assist the project manager and the project commercial manager in the production and agreement of the project M&E Procurement Strategy and work to its successful achievement. – majority complete Understand the work package splits and scopes of work plus package design portions. Assist in ensuring the procurement process is conducted in a robust and professional manner. Prepare (with the assistance of Legal Dept) the sub-contract document appropriate to the contract.
Design Understand the Employers Requirements and Contractors Proposals. With the project manager and M&E design manager ensure there are robust processes for checking Design Team and sub-contractor design for ER/CP compliance, cost compliance and build ability.
Construction Be aware of sub-contractor progress and assist as appropriate in any required actions. Ensure sub-contractors are fairly paid for works executed but not paid when there is no entitlement. This requires that subcontractor payment applications are properly checked and verified and that overpayments are not made. Issue appropriate/timely payment and withholding notices. Be aware of any “live” defects for works packages, value same and ensure inappropriate payment is not made for defective works.
