JOB PROFILE This career opportunity will be working on one of the largest multi-million pound rail and port expansion projects in the world; the scope of the entire project encompasses engineering, procurement, project management and construction management amongst many others. This project is charged with increasing the capacity of the 800 km iron-ore heavy rail line from 37 million to 91 million tonnes per annum with further scope anticipated with project developments.
JOB DESCRIPTION The Cost Engineer is responsible for ensuring that the project cost objectives remain in line with business needs for the Project Controls of the Transnet project thus involving a integral interaction with the project’s dynamics and functions. The role will be working on a range of heavy civil engineering and project and staff management as necessary from the project’s requirements.
Responsibilities will include but not be limited to: • Preparation of and review/editing and advising on the drafting and compiling of tenders, Bills of Quantities, Method of Measurement, contract and procurement documentation and Activity Schedule and scope preparation; • Maintain an ongoing working relationship with other lead engineers, the Area Managers, and with the procurement, controls and construction team members. • Interface with the Project Team, vendors and contractors to create a cost-minded atmosphere and make decisions on what should be done in case of variance • Interface with the Project Team in a governance/auditory/advisory role on all matters referred herein. • Project Auditing assistance and compliance • Review of Approved Project Execution Release Approval business case financial model against actual project progress, costs and updated life-cycle costs.
CANDIDATE SPECIFICATION The successful candidate(s) will be integrated into the management and success of the project controls and of the whole project objective. It is essential that that any individual is capable of establishing credible relations with the client, senior project personnel and site personnel quickly as necessary.
The successful candidate is likely to have these attributes: • University Degree or equivalent Higher Diploma in preferably in Quantity Surveying/Construction Management or Cost Engineering • A registered/Chartered Quantity Surveyor, Cost Engineer or ASAQS and/or SACQS. • Experience in the preparation of RFQ documentation with associated Bills of Quantities/Activity Schedules likely to be gained over 5 years. • Knowledge and experience with estimating, risk assessment, controlling and reporting foreign exchange influences, contract price adjustments and market indices; • Experience in interpreting and interfacing with Project Planners and integrating the quantitative scope and value of works and activities with the project schedule;
