Job Purpose:
To lead, manage and develop the Facilities Management operations business associated with the existing and future portfolio of PPP projects structured, financed and delivered by the organisation.
Principal Accountabilities:
Manage and lead the Facilities Management operations of the Unit; Devise and implement a strategy, structure and budget to fully optimise and integrate the existing business and new opportunities, taking full cognizance of cultural, operational and financial sensitivities; Recruit, induct, appraise, develop, manage, motivate and retain appropriately skilled staff committed to the delivery of exceptional customer service; Develop staff and bid teams to manage multiple projects to programme, budget and quality standards and operations team to monitor and review a portfolio of operators; Champion the Facilities Management aspects of PPP projects during the feasibility, bid preparation, Financial Close, design, construction, ramp-up, transition and operational phases; Develop standard, boiler-plate project operational requirements (including H&S, maintenance and replacement considerations; material selection; design review; SLAs; KPIs; services; lifecycle; warranties; etc.); Develop standard, boiler-plate templates for legal documentation (relevant parts of Concession Agreement + schedules, Operating Agreement, Preliminary Agreement, Consultant Agreements, etc); Develop teams, systems and procedures to work with inter-disciplinary procurement teams to ensure full recognition of Client and Operator needs and mitigation of associated risks during the development phase (operational requirements including H&S, maintenance and replacement considerations; material selection; design review; SLAs; KPIs; services; lifecycle; warranties; etc.); Lead and develop a sustainable improvement in Client relationships to create a platform from which to expand services; Lead partnerships with Operators and industry leaders in specialized areas of activity (education, healthcare, government facilities, defence, etc.); Monitor and manage contracts to ensure compliance with all budget targets for turnover, margin, cash flow and working capital in accordance with financial processes; Operate and maintain safety, quality and management systems in accordance with statutory, Client and ISO standards.
Knowledge Skills and Experience:
A degree in engineering, facilities management or business management discipline Strong and proven commercial and financial knowledge and awareness of Facilities Management Hotel and/or Service Industries 10-15 years operational experience of leading and successfully managing a portfolio of service contracts (each with an annual budget in excess of USD20m); preferably in education, government facilities, healthcare and defence Outstanding leadership and coaching skills Excellent communications skills at all levels (internal & external) Excellent presentation and negotiating skills Experience in BOOT and PPP projects Middle East and or Gulf and education experience a plus
